Learning Curve of the Conditionality of the EU's Enlargement Policy - the Role of the "Good Neighborhood Principle" in the Case of Border Disputes.

DP JANA LIPSKÁ Abstract The thesis examines the policy of good neighborliness as one of the conditions for the accession of (Balkan) countries to the EU. As it is an unanchored concept, the thesis should focus on its development and the possibility of its enforcement as a conditionality. It is its enforceability that the EU has at least partially achieved after the enlargement to Croatia in 2013, or by modifying the conditionality in 2018, when the settlement of bilateral disputes became a condition for the admission of the new state. This paper explains this change in conditionality and what led EU officials to make it. The EU has also changed its role in these disputes. It has moved from being an active mediator to a passive position from which it primarily motivates the parties involved in the dispute to resolve it. The EU demonstrates its role as a normative power, which is what it uses conditionality for. The basic premise is that previously the EU has tried to intervene more and resolve such disputes, while at the same time it accepted states that have not resolved them. Icesave dispute and Icelandic EU application

The bachelor thesis analyzes the influence of the Icesave dispute on the EU application and answers a research question, if the dispute poses an essential threat to Icelandic membership in the EU. The conflict over the Icesave debt began after the collapse of Icelandic banking system during the global economic crisis in 2008. Icesave was an online brand by the bank Landsbanki, which provided savings account in the United Kingdom and the Netherlands. The biggest problem in the dispute was reimbursement of the Icesave debt, which should Iceland paid for to both of the countries due to the Icelandic membership in the European Economic Area and on the base of the EU directive on deposit-guarantee schemes. The first chapter of this bachelor thesis is dealing with a development of the Icelandic financial crisis and with an excursion to the Icelandic banking system. The cause of the Icelandic financial crisis wasn't the global economic crises itself but also the unsustainable size of the Icelandic banking sector. Croatia-Slovenia Border Dispute in the Bay of Piran and Reasons of Reaction of both parties to final award of International Arbitration

This text presents progression of Slovenia-Croatia border dispute in the Bay of Piran and narrates the question of Slovenian junction to high seas. The dispute which escalated with the breakup of Yugoslavia in the early 1990s is one of many similar disputes that has the war in the Balkans caused. Therefore, the text presents the historical progression of the dispute and its solutions. However, none of those attempts of solution were successful and the dispute remained unsolved for more than twenty years until the parties finally agreed to international arbitration. The international arbitration of Permanent Court of Arbitration in Haag between 2012 - 2017 was the last attempt of solution by third party. This text reconstructs the arbitration and analysis reaction of both sides to the Final Award of the Tribunal and its process. Important part of the whole conflict as well as for this thesis is unilateral termination of Croatia from the arbitration due to the presence of wire-tapes which delivered the conversation between Slovenia's government representatives and Slovenian member of the Tribunal. Economic Implications of Turkish Accession to the EU: Advantages and Disadvantages

The European Union has long established itself as the world's most powerful regional supranational formation, which is achieved thanks to its economic results, geopolitical influence, and military might. European integration offers countries with an opportunity to boost their development and have greater impact in the international arena. However, the EU accession criteria are quite hard to meet, and many countries face significant difficulties in this respect, which is the case of Turkey. Since 1987, when Turkey officially applied for membership in the EU, the country hasn't completed its integration in the European community yet. This thesis investigates the main economic advantages and disadvantages in the context of Turkey's prospective accession to the European Union as a full-fledged member state.
Determinants forming attitudes of selected political parties from EU27 countries to the Turkish enlargement of the EU

The present thesis analyzes possible determinants shaping attitudes of selected relevant political parties from the EU27 Member States to the potential Turkish accession to the European Union. Bilateral relationships between the EU and the Turkish Republic have been evolving multifariously and long-windedly. However, the question of the direct Turkish participation in the EU's project remains unresolved, and still resonates across all stakeholders. The phenomenon of the eventual Turkish joining is a very topical issue. In particular, the views of the political parties on this particular problem are studied, since these subjects operate with an exclusive position in representative democracies. They symbolize the necessary interconnection between the state and society. Moreover, in the context of the eventual EU enlargement to Turkey, they will likely discuss its confirmation in parliamentary procedures, or they will mobilize voters and form their attitudes in the case of ratification referenda. IPA Bridge on the Danube: Cross-border Co-operation and Social Reconstruction in Slavonia and Vojvodina

The relations between Croatia and Serbia are determining for regional peace and stability and for the course of the EU enlargement in the Western Balkans. The Instrument for Pre-accession Assistance (IPA) is the funding mechanism designed for the implementation of the EU's enlargement policy in the Western Balkans. This research investigates the extent to which IPA has integrated to the local cross- border initiatives in culture and youth and has fostered social reconstruction between Croats and Serbs in Slavonia (Croatia) and Vojvodina (Serbia). Co-operation in the cultural sector is an important element of social reconstruction, as it favours contacts and the erosion of antagonistic prejudices against the other ethnic group. The objective of this research is defined as two-fold, firstly to test a model of cross-border co-operation devised from EU integration theories and, secondly to provide an accurate picture of the cross-border initiatives in Slavonia and Vojvodina based on ground-level experience. The Merchant or the Vicar? The Role of Values and Interests in the Dutch EU Enlargement Policy

This diploma thesis examines with the Dutch attitude towards enlargement of the European Union. In Netherlands the EU enlargement is a politically sensitive issue. Dutch foreign policy is traditionally closely connected with the concept of "merchant and the vicar", reflecting both values of the society and national interests. Interestingly the attitude of the government, reflecting the public opinion, is much more conservative compared to other member states and strictly support the democratic conditionality as the core strategy of the EU to induce candidate states to comply with its human rights and democracy standards. Netherlands gives also special value to the need to give particular regards to the current absorption capacity of EU. The main purpose of the thesis is to evaluate to what extent is the official attitude of the Dutch government towards enlargement shaped by either interests or values of the society as a whole. I put the current Dutch attitude in the context of the current development in Serbia, as the most significant candidate state form the region of Western Balkans and Iceland.
